Rav Shlomo Zalman Auerbach: Eligible Females May Take A Haircut During The Three Weeks
Based on the Panim Meiros (3:37) that says that according to the Rif and Rambam a woman may take a haircut during Aveilus, Rav Shlomo Zalman paskens that during the three weeks even up until Tisha B’Av since the issur of haircuts is only MiDirabanan a woman can take a haircut. Certainly before Shavua She’Chal Bo one can be Maikil, even though the nine days have already started.
